I think some of the lack of interest on LJ is partially it's very white and partially I think everyone's pretty gun-shy after the previous year of very contnetious race related issues that came up in Fandom. I know I don't talk about race or what I do in my life about race related issues on my journal for that reason, though most of it is through my job.
One thing you might look for in D*C is if there are any folks going who do fanwork in other languages than English. There is a contingent of non-english fans out there and they must be very aware of isues of exclusion and inclusion. There might be an existing network you can tap into for help there and increasing visiblity of non-English speaking fans is a good thing, in general.
